In accordance with article 11 of the decree on masterpieces of art, prior consent of the Flemish government is required before expatriating this drawing out of Flanders. Should the Flemish government withhold this consent, by decree, it is required, should the owner wish so, to acquire the drawing at market value. Should the Flemish government not wish to acquire the masterpiece, they consequently are obliged to consent to expatriate the masterpiece out of Flanders.
